Puerto Penasco is joining the national halt on fishing fleets, which began January 1st. Under this measure, 50 local vessels will remain inactive and docked for at least ten more days, reported Mateo Lopez Leon, president of the local office of the National Chamber of the fishing Industry.
Lopez Leon indicated that although the paralyzing of a number of ships is not the most ideal for Penasco, they finally decided to join the national movement in order to press for improvements in the price of marine fuel while seeking better conditions to market shrimp.
He stressed they were unable to get the full participation of the boats moored in this port, because those from Guaymas and Mazatlan made the decision not to halt their efforts. Similarly, 40% of the local ships that already had catches in their hulls decided not to participate.
Lopez Leon stressed after analyzing the pros and cons, they finally decided to join the national halt which includes both shrimp and tuna fleets throughout the country.
He reiterated that in the case of Puerto Penasco (Rocky Point), the stoppage would last for about ten years, during which time they would be able to see how negotiations with the federal government reacted. He noted that increases in fuel prices makes fishing activities less profitable.
The leader of the local ship owners acknowledged the inactivity of the local fleet was not a positive thing for the local economy, which continues to falter, yet the intent is to provide pressure in order to achieve conditions that will assure fishing is profitable.

Spring Break in Rocky Point 2009 - Where to go? - Part II
In the first part of the article on "Spring break in Rocky Point 2009 - Where to go?" – we had discussed that why to go in Rocky Point, Mexico in summer season. In this concluding article, we will discuss the rest of the hotspots in Rocky Point.
Sandy Beach also has its share of restaurants with at least one in every resort. However, the only “Party Spot” is Changos Bar, right by the entrance to the Sonoran Sea and the Sonoran Spa. Also in Sandy Beach, at the end of the resort area going towards Cholla Bay, is “The Reef RV Park” where you can still camp on the beach for a fee. There is also a large bar that gets pretty crowded on Spring Break. If your thing is to enjoy the beach and stay away from the crowds, there are many options available in Rocky Point where, even on the busiest Spring Break week, you won't be crowded. Our favorite quiet spot is Playa Encanto, not too far but far enough to stay away from the noise and the crowds. You will be welcomed by pristine beaches and soft clean white sand. No hotels here, but you can rent a house, kayak the estuary, examine the beautiful beach shells, build sand castles, watch perfect sunsets, spot dolphins (and maybe even whales) and have a wonderful family or romantic time. There are no available for miles, no bars, no restaurants, no stores, so bring your own food and supplies or be prepared to drive into town. It seems really far, but it's actually just a 20 minute drive.
Rocky Point (Puerto Penasco) offers many choices for college students and families that want to have a great Spring Break. To ensure you have the best of times remember to follow the laws in Mexico. It is not very different from the USA: Use your seat belt, obey the speed limits, and stop at the stop signs (watch carefully as some are missing or hard to see) and most important: Don't drink and Drive! This can get you in a lot of trouble or worse, you could get hurt or hurt someone else. Be aware that streets are not marked as well as in USA. There are a lot of visitors that do not know the city and some locals get impatient, so driving conditions may be particularly challenging during peak tourist season. Drive defensively and stay safe. If you happen to commit some traffic violation, the customary thing is to go to the police station to pay your fine. Do not pay the police officer, do not be scared of going to the police station, they do this because they have no way of guaranteeing payment of the fine if you are from out of town.

Spring break in Rocky Point 2009 - Where to go?
We are full of expectation for a Fantastic Spring Break in Rocky Point 2009. The weather this winter has been very mild, and we think we will get a perfect few weeks to enjoy the change of season and, of course, welcome all the college students that come down to visit us every year. If you have been to Rocky Point for other Spring Breaks, you know where to go, except of course there are a few new spots to consider. If this is your first trip, there are lots of choices in town. The favorite place for Spring Breakers is what called “The Strip” in El Mirador Beach. This is actually on the street (Matamoros) that runs alongside the beach. The busiest spot is Manny's Beach Club, they're open for breakfast and lunch but famous for the night life. During the day Manny's is a family spot, where you can have a drink and play on the beach with the kids. During Spring Break nights, the place goes wild. It might even be hard to get in, since it is so packed. Don't try to park your car here or anywhere around during Spring Break. The whole strip is closed and only pedestrians are allowed. Some empty lots in the vicinity become pay parking lots. There will be many taco and hot dogs stands, with lots of security and people trying to redirect traffic. Your best bet, if you are not staying nearby, is to get a cab. This is also the safest way to get there, if you don't have designated driver. Taxi's in Rocky Point (Puerto Penasco) are abundant and a taxi ride in town is just $ 2.00 usd per person per ride (Watch out if you are staying on Sandy Beach, in Cholla Bay or at Mayan Palace, as it can be considerably more, but don't be afraid to try to arrive at a better price before you get into the taxi). If you are coming down mainly to party, staying close to “the Strip” is a good idea. Bars in this area include Baja Cantina (rooms available), Ice House, Pink Cadillac, Sandals Bar, Club Havana (Adult Entertainment), Around the Corner, Coyote Ugly and, just off the strip and favorite for the locals lately, Elixir.
The next favorite place for Spring Breakers is what we call 13 th street, or Calle 13. It boasts, many restaurants including Sushi Sun, Lucky House, El Sombrero, Max's Cafe, Austin's Pizza, Asadero Gus, lots of taco places and the Famous Sunset Cantina plus many adult entertainment choices. Also, just off 13 th on the road towards Playa Bonita, there is the new “Camel Toe Cantina” which has been a popular spot since it opened. In this same area you can rent ATV's and dune buggies during the day.
The Malecon, in Old Port along the Sea of Cortez, is a must see if you are coming down. It is a great spot to watch the sun go down. Buy fresh fish and seafood at the fish market, shop for souvenirs and enjoy the many restaurants including The Point, The thirsty Parrot, Regina's, Flavio's, Portofino, Blue Marlin, Lapa Lapa, Senor Shrimp II, Mary's Fish Market and also several bars like Boo bar, and Shark Bite.

Puerto Penasco On Horseback
If you've driven by Playa Bonita Resort chances are you may have seen the man above - Juventino Jimenez J. - sitting under his umbrella or grooming one of his 7 horses that he rents to tourists and residents.
As I was traveling down the road on my way to Sandy Beach, I saw Juventino with all of these horses and just had to stop to find out what he was doing since, in my 13 years here, I've never seem him before. I figured he was renting them, but wondered why he wasn't on the beach. As it turns out, Juventino has been trying to get a permit to rent on the beach for about 3 years now, but hasn't had much luck. Horse rentals on the beach! Wouldn't that be great? Who wouldn't want to ride along the Sea of Cortez? It would give the town more of that “touristy” feel.
Juventino has healthy horses which he keeps at his house. He brings them down to the corner, usually on busy weekends or high traffic times, all by himself. No truck, no trailer, no help.
He said that people (probably) do ride on the beach, but for the most part, they stay along the city streets out of the way. He'd love to be a tour guide with a group of renters and show them parts of the city they've never seen.
Juventino doesn't have a cell phone, but did give me his home address and welcomes anyone to stop by his house if he was not at his post. I have yet to find the street on any map, but I'm still looking. He seemed like a genuinely nice, interesting, hardworking man, so I wanted to put his picture in so you could stop by and say hello, or take one of his horses for a spin – he has horses for all skill levels. Stop by and say hi to Juventino.

Rocky Point Mexico - What a Place to Be
We who live and play in Rocky Point are spoiled. This area restores a person's very being and essence.
You can came here tired and discouraged, feeling at odds with the world, and when you are ready to leave you find it very hard to leave. Your spirit has been lifted and soothing contentment has creeped in. it seems to affect almost everyone the same way.
I have many people, from many different walks of life, what it is about Rocky Point that they love and what it is that keeps pulling them back. Here is a few of the responses:
Nick and Paula Melcher, who live in Tucson and used to live in Montana, say they seize every opportunity to come to Rocky Point (Puerto Penasco).
They have been coming for 13 years, have a camper and often stayed at Playa de Oro. They enjoy the ability to get away from stress and demands of their jobs and come here for relaxation and relish the charm of the ocean and the change of peace. Paula says she particularly likes to be away from phones. Their son, Henry Melcher, married his wife, Kathy, here in 2003 and they rented the whole ship for the celebration of their wedding.
Catherine Patrick, who lives in Las Conchas, first came to this area in the early 80's. she built a house in 1997 and lives here full time.
Sandy Spain, who lives in Playa Encanto, bought a small house there in 1985. the house sits on a hill and she can look out every window and see the ocean, which she loves. She moves full time to Rocky Point in 2002.
Kerstin Wilson, is 82 years old and lives in a RV Park in the Mirador area. She is originally from Sweden and has been coming to Rocky Point for 50 years and has lived here full time for many years.
Elaine Stanfield, who lives in las conchas part time, enjoys more that anything the simple life. She likes feeling comfortable in her old grubbies when she stop to see a friend, or go to lunch and not have to dress up. She is grateful that you can find such a variety of fresh fruit and vegetables and does not have to spend much money.
As for me, the thing I find most enchanting about this whole area is the strong feeling of Qi. When I see the waves pounding against the shore, feel the wind blowing my hair, smell the fresh ocean air, and sense the warm sun caressing my body, I truly feel uplifted and blessed.

Businesses Form a Common front in Puerto Penasco
A common front to strengthen the private sector, while guiding Puerto Penasco to a better future are the objectives behind the creation of the local Business Coordination Council, under the leadership of its incoming President, Oscar Palacio Soto.
These objectives were revealed on January 20 th during the swearing in ceremony of the council's first board of directors. The council is made up of members from the National Chamber of Commerce, the Chamber of the Fishing Industry, the Convention and Visitors Bureau, the Association of Tourism Developers, as well as members from professional groups of accountants, engineers, and architects.
Following the formal swearing in of the civil association's board, State President of the Business Coordination Council, Victor Arriola Mayer, spoke and stressed that the synergy of business organizations plays an important part in communities such as Puerto Penasco.
He clarified the intent of the Business Coordination Council is not compete with other existing organizations, but rather to establish true coordination and serve as mediator for issues that may arise between organizations or already established enterprises.
This new organization, he added, undoubtedly will help bring together tremendous commonalities and agreements, and serve an effective tool in working with authorities from the three levels of government, financial institutions, and independent entities, all centered on the common goal of promoting Puerto Penasco.
Arriola Mayer remarked the current situation represents valuable opportunities for revitalizing companies and optimizing resources. He added that during an electoral year such as this one, it is necessary for society to participate more in development and towards a good union between public and private sectors.
The recently appointed president of the local Business Coordination Council, Oscar Palacio Soto, stated that Puerto Penasco is at the correct time to join efforts and guide everyone toward a better future.
After going over recent collapses in the local economy, he stressed that within the realm of tourism they had never anticipated what currently occurring due to the real estate crisis. Therefore, he urged, they must search for and find ways to get ahead, through dialog concerning common objectives and joint efforts.
Palacio Soto indicated this organization will provide benefits to the community as it seeks to find alternatives and evaluate impacts created by different local businesses.
Mayor Heriberto Renteria Sanchez affirmed that in these difficult times it is essential to look at things in a more realistic light, because the reality is that businesses have not been taken care of in Puerto Penasco and therefore many have been affected by the economic crisis.
The Mayor congratulated the participants of the Business Coordination Council for their intent on working together to search for alternatives to assist in solving problems while creating better productive and economic conditions, with the common goal of working to benefit Puerto Penasco (Rocky Point) through organization and unity.
“It is necessary we adjust to the times we are living in, and it's great that business people are getting organized, because there is no other way through which Penasco is going to get better”, remarked the City leader.
Various people were on hand for the swearing in of the new organization, including local representative Sergio Cuellar Yescas, Rebeca Castelo Valenzuela, on behalf of the Secretary of the Economy, developers, notary publics, representatives from different business and commercial offices, as well as those from many local businesses.

The council is made up of members from the National Chamber of Commerce, the Chamber of the Fishing Industry, the Convention and Visitors Bureau, the Association of Tourism Developers, as well as members from professional groups of accountants, engineers, and architects.
Following the formal swearing in of the civil association's board, State President of the Business Coordination Council, Victor Arriola Mayer, spoke and stressed that the synergy of business organizations plays an important part in communities such as Puerto Penasco.
He clarified the intent of the Business Coordination Council is not compete with other existing organizations, but rather to establish true coordination and serve as mediator for issues that may arise between organizations or already established enterprises.
This new organization, he added, undoubtedly will help bring together tremendous commonalities and agreements, and serve an effective tool in working with authorities from the three levels of government, financial institutions, and independent entities, all centered on the common goal of promoting Puerto Penasco.
Arriola Mayer remarked the current situation represents valuable opportunities for revitalizing companies and optimizing resources. He added that during an electoral year such as this one, it is necessary for society to participate more in development and towards a good union between public and private sectors.
The recently appointed president of the local Business Coordination Council, Oscar Palacio Soto, stated that Puerto Penasco is at the correct time to join efforts and guide everyone toward a better future.
After going over recent collapses in the local economy, he stressed that within the realm of tourism they had never anticipated what currently occurring due to the real estate crisis. Therefore, he urged, they must search for and find ways to get ahead, through dialog concerning common objectives and joint efforts.
Palacio Soto indicated this organization will provide benefits to the community as it seeks to find alternatives and evaluate impacts created by different local businesses.
Mayor Heriberto Renteria Sanchez affirmed that in these difficult times it is essential to look at things in a more realistic light, because the reality is that businesses have not been taken care of in Puerto Penasco and therefore many have been affected by the economic crisis.
The Mayor congratulated the participants of the Business Coordination Council for their intent on working together to search for alternatives to assist in solving problems while creating better productive and economic conditions, with the common goal of working to benefit Puerto Penasco (Rocky Point) through organization and unity.
“It is necessary we adjust to the times we are living in, and it's great that business people are getting organized, because there is no other way through which Penasco is going to get better”, remarked the City leader.
Various people were on hand for the swearing in of the new organization, including local representative Sergio Cuellar Yescas, Rebeca Castelo Valenzuela, on behalf of the Secretary of the Economy, developers, notary publics, representatives from different business and commercial offices, as well as those from many local businesses.

Mexican Constitution Day - February 5th
In Mexico, February 5th marks the day honoring the constitution that still governs the country, being the maximum law of the land.
The official name of our constitutions is the Political Constitution of the United Mexican States, and is also often called the Fundamental Law or Magna Carta.
The first truly Mexican constitution is that of 1824, as it discards any type of foreign legislation and proclaims absolute sovereignty. However, prior to this, there were already various laws in existence, among them the Spanish Constitution of Cadiz in 1812, the “feelings of the Nation” by Jose Maria Morelos, and the Constitutional Decree for liberty of Mexican American, or the Constitution of Apatzingan of 1814.
The Constitution of 1857 was the fundamental element in national defense against the French invasion and Emperor Maximiliano de Hasburgo. It was fully valid following the expulsion of foreigners and remained in effect until 1917.
In 1910, the armed Mexican Revolution began, based on the social, economic and political conditions that arose during the time of President Porfirio Diaz who remained in power for more than 30 years. This movement was precisely the context for the creation of the Constitution that governs Mexico through today.
Venustiano Carranza, as first leader of the constitutionalist Army, in charge of the executive branch, called congress together on 1916 in order to present a project to reform the constitution of 1857. The document went through tremendous modifications and additions to adjust to the new social reality of the country. On February 5 th, 1917, the current Magna Carta was presented at the theater of the Republic in Queretaro. This document was able to bring together the revolutionary ideals of the Mexican people. It included principles for social reforms and farmers. In addition, it was drawn up to govern all Mexicans without distinction to race, creed, or social or political condition, offering the liberty of thought and beliefs.

Flag Day in Mexico
The flag, as well as the Emblem and the Nacional Anthem, are the symbols of our nation and they identify us as Mexicans. Our country became a free and sovereign nation when it gained its Independence. From then on, it has been known as Mexico.
Like all of the countries in the world, Mexico has a flag as one of its main symbols. Do you know what the colors of our flag stand for?
Green is for hope and victory. White is for the purity of our ideals. Red is for the blood our national heroes shed.
In addition to the bands of color, our flag also has and emblem. The emblem is based on a legend which tells how the Mexicans traveled from Aztlan (now the state of Nayarit) in search of the sign that Huitzilopochtli had told them they would find in the place where they should establish their Empire. This sign was an eagle on top of a nopal cactus devouring a serpent.
They found this on a small island in the middle of a lake. They settled there and found the city of Tenochtitlan, which is now Mexico city.
Look closely at the emblem. Besides the eagle, the cactus and the serpent, there are other elements. Did you also know that our flag is considered one of the most beautiful in the world?
On May 20, 2008, the Internet site of the Spain paper “20 Minutes”, opened up a contest for the “most beautiful flag in the world”. 104 entries participated in the event, which received 7.5 million votes, as well as 25,000 comments. The winning flag was that of Mexico, which received 901,627 points!
The contest wrapped up on July 7, 2008, following seven days of voting in the “finals” to which only 10 flags advanced, as the ten most voted on throughout the contest.
Following Mexico was the flag of Peru, which received 301,901 points and Guatemala with 272,541; these were followed by the Dominican Republic, Brazil, Spain, Uruguay, Argentina, Canada and Puerto Rico.
The symbolic contest, which gradually eliminated flags received the fewest votes, drew the attention of many countries that even promoted voting through the press. “The most beautiful flag in the world” contest was the brainchild of a “20 Minutes” reader. The paper has a special section on its website where the public can organize voting concerning various themes and issues.
